If he does it with his penis, even with a condom on it, it is still having sex with you. The only ways for him to break your hymen without having sex with you is either by fingering you or by inserting a dildo or some other sex toy into you.
Use a dildo. As long as he is going to break it, have him put on a condom and do it the real way so to speak. That way he gets an orgasm out of the deal and also looses his virginity.
