Give him a dose of hos own medicine, don't try to have sex with him and when he tries tell him you are busy. I personally don't have time for games if a person is supposed to be your fuck buddy and can't even make time to satisfy your needs then I would have cut him off because its not like you are in a relationship and demanding other things so if he can't make time it is because he does not want to or he is spending his time elsewhere. This is why I don't do FWBs you can still have issues with those kind of situations and for what it is worth I will continue to fuck myself.
Turn the tables by ignoring him, don't contact him at all. When he comes around begging for sex - refuse. It's the only way to turn the tables
Tell him you are considering supplementing the fuck buddy experience by adding another person to the rotation. Just say you have more needs than he is able to fulfill at this point and see if he doesn't either get motivated to give you more.
