That's perfectly normal. Little kids go through a period of fascination with their genitals. It's when you learn to be proud of body and comfortable in your own skin. It's a key point in sexual development and if you shame them in that period, that can have massive repercussions down the road.

@update. Please do not mutilate any boys penis by circumcising them. The foreskin actually serves a very important function in protecting the glans, and keeps the glans from drying out. The entire idea that cutting off the foreskin prevents problems can be summed up like this. If you cut off any part of the human body, nothing can ever go wrong with that amputated body part. That is a stupid reason to cut parts off of other people.
