No. But at 16, they're horny multiple times an hour unless they actually get off, after which they're less horny for a while. Having sex doesn't make them more horny, NOT having sex makes them horny. Sex isn't something guys get used to and want more, it's more like food (thought they don't die without it obviously) that they want a lot if not getting regularly, and if they are getting regularly, they don't think about it as much when not having it.

No I know plenty of guy who aren't horny all the time, in fact I don't know any guys who are horny all the time. Maybe some guys get horny plenty of types a day but even they aren't horny all the time.
Just because he's horny a lot doesn't mean he's horny all the time though.
According to my bf, guys think about sex all the damn time. So yes, it is very likely that some guys can be horny all the time.
