It is more rare to have intense sensation there as a matter of fact! If anything -you- are the normal one. However there are those women lucky enough to have an extra erogenous zone.
As @MyOracle stated it is something that can develop with age. Pregnancy is a common cause of creating sensitive breasts!
Don't worry about it either way. I would recommend being open and honest about the displeasure you feel when your breasts are caressed. You're allowed to have fun too and strong communication is very key to enhancing everyone's experience in the bedroom. So, best of luck and enjoy!

It's probably not "normal" but it's also not super-rare either. Based on my experience, perhaps 10% of women are like that.
The other strange thing is that I've had a couple of women in their 30s tell me that when they were younger, they were the same way (very little sensation), but then something "turned on" in their late 20s/early 30s and now they feel and love breast play. So, you never know.
