Question kind of can not be answered with out follow up questions. There can a hundred reasons why it takes him so long to finish. Examples of just a couple:
Where is he in his own life right now?
Any trauma or hardship going on in the present in his life
Does he do any kind of drugs (certain drugs do cause that not all)
Is he drunk or been drinking
Or a big one here in america. Is he on any type of medication
That last one Medication needs to be looked into. As maybe he is unaware even you asked him this question you present to us. Welll any of those maybe unaware and feel bad if you asked him.

Couple of things. If he masturbates he's going to be less sensitive. If he's wearing a condom it just won't feel as good and will be harder to cum. It's more on the case of the condom, the damn thing is uncomfortable. It latterly takes out most of the sensation and it feels constricting.
