Aren't all penisses ugly? I've never seen a penis which i considered "pretty" (do you think vaginas are pretty?). The bumps concern me though, they might have been caused due to shaving , but if it's caused by something else, he might want to have it checked at a doctor's. Also, he send you a dick pic knowing that he has dry skin and bumps? (the head might seem small due to foreskin or camera angle...). He wouldn't send you the pic if he wasn't confident enough about his penis... indicating that he might not spend a lot attention to the hygiene and care of his intimate zone. I'm just speculating and I might be wrong, but you might want to investigate his hygiene and personal care of you want to be confident having sex with him.

I would just see it in person, however if you don't want to be sexually active just based on the penis I would question why, just because usually when you do enjoy someone and you want to have sex with them, their penis isn't the first thing that comes into factor.
