The examples you gave were from tests. The videos were made to get views. They were gay guys touching boobs/vagina for the first time. There's also one with lesbians doing the same thing to men. I guarantee you that no woman will just drop her panties of rip off her shirt when a guy says he's gay.
I have a feeling that the reason that gay guys can get away with touching women like that is that the women do not feel threatened by the guys. I have never seen this with random gay guys either, it's usually guys that the girls have known for a long time. Both of those are contributing factors I believe.
