Boyfriend keeps looking at my boobs and?

Question

Okay so my boyfriend of a year makes me wear strappy tops like low halter tops, bralettes or corset type of blouses so that he can see my chest and get to access my boobs easily.
I also noticed he keeps looking at them and he always grabs me there.
He does the same with my neck. I have long hair and he pushes them back and touches the nape of my neck. He always has a very hungry look in his eyes as if he's very restless or lost.
Is this normal? He does this in public as well and a few times, passer bus noticed us and frowned.
Is this okay?

How he treats you privately is your business as long as you're not getting injured. Publicly, I get it. My lady and I are exhibitionists and we do some things very discreetly in public. I feel like you should be able to tell him that touching you intimately in public is disrespectful and embarrassing and that you'd like him to stop doing it in public.

He grabs your boobs in public? That's pretty nasty and rude.
If he did it while you're both at the privacy of your own home, it's understandable and normal, but doing that in front of those people is quite trashy. You have every right to be bothered and you should definitely speak up.
