my boyfriend always withdraws before he cums, he didn't used to when we used condoms but then we ran out a week before I got on the pill so he started withdrawing to reduce the risk of getting pregnant. Of course, cumming inside feels more complete, but then there is the risk of pregnancy and there is the bother of dealing with sperm leaking out of me for an hour or so.
