yeah, but in the books he is much much younger. the reason all the actors are older in the show is because it would be illegal to film a rape scene between young actors/actresses. and i guess they couldn't deviate too much from the story, that's why there aren't any sexual encounters filmed with Joffrey
In the books, Sansa is something like 12-13 (just "have you flowered", not "do you bleed", like in the series), Danerys is about the same.
First of all, Joffrey is messed up in the head, possibly because his parents are siblings. Second, he was around 13, maybe even younger, it's possible he simply isn't old enough to want sex.
