Testosterone. Teenagers and young men often have the highest testosterone levels, hence the sexual frustration.

I do like sexual pleasure though, but I don't think females get as horny as guys, normally we feel extra horny during a specific time of the month (it varies, some more during their period, some just before) which does make sense as the egg is waiting to be fertilised. Guys don't have a specific "time" in which they need to spread their sperm so might as well be horny all the time?
