It's possible. I've read that, unlike with men, a certain number of conditions must be met in order for a woman to have an orgasm. If there's even one thing that's just a bit off, the brain will not allow orgasm to happen. The brain is heavily involved in the process.
Girls who learn how to masturbate at a young age, having not yet learned to be embarrassed about or ashamed of their bodies, seem to have a much easier time reaching orgasm throughout their lives than girls who start later. It's quite possible that whatever you're high on might have put you in a relaxed enough state to allow you to have an orgasm. Now that you know what it feels like, getting off should get easier and easier for you as you "practice". Hopefully you'll soon be able to do it sober. I don't think it's a good idea to become dependent on drugs to help you come.
