I would think unless that person has a LOT of disposable income and is either really desperate or she is amazing looking that there are easier and cheaper ways to just get laid if that's what he's after.
If he's willing to travel a long distance and spend a lot of money to visit a girl he most likely has a lot of feelings for her.
