I agree with Dela1111. Also, there are people in the world who have a fear of pleasure. Forget what the phobia is called but there's a small chance of that. In addition, the idea of a new feeling she's never felt may be a little frightening, which sounds weird but happens.
0 0 0 0I did forget to mention one very important one, can't believe I didn't think of it before. She could have been abused. Some women experience orgasms when they're abused and it's very confusing for them so maybe she gets scared just as it happens because it makes her think about the abuse.
I Googled this to check why I have been so afraid to orgasm, I had the general idea that it might have been my past history of being abused but I wanted to get different options. This really helps

I think she is just afraid to be that vulnerable in front of anybody. Maybe you should talk to her about this and when she's ready you can go past where she usually makes you stop.
