I know this may sound crazy but she may be scared of being pregnant or STDs - a lot of people have alternate theories and thus not too educated on these things. Finding out why she's scared may help.
OR she may well be scared that if she orgasms then she may want more and thus lead to sex which she may not be willing to lose (her virginity) at this juncture :-)
Next time have your arms wrapped round her when your doing it so you can keep going when she tries to make you stop.

You need to be kissing when she gets to that point so she can relax and fall into the moment. She's thinking too much & ruining the experience for herself. Let her know that's all you want for right now. Then hug on her afterwards so she doesn't feel used. Her inexperience is scaring her right now.
If she is virgin then she is afraid... Try to make sure that she trusts you 100% because is not that easy to let your self completely out of control especially a front a guy so just try to talk to her and don't put her under the pressure
Continue to be patient and understanding as you are already doing. For now the goal doesn't have to be an orgasm. So long as she's enjoying herself, that's all that matters. Eventually she'll let go and allow herself to have an orgasm.

Maybe she's afraid she'll fall in love with you. I've never had a guy give me an orgasm, and I don't really want to find one that can. I don't want to fall in love. Or trick my brain into thinking that at least.
