I like doing it when I'm sitting next to him... but definitely wouldn't engage something unless we were already making out. I usually start while he still has pants on just by rubbing the upper thigh close to the area (its like a tease.) Rub like you are kneeding dough... not too hard to where it hurts, but not too light... like massage... do it for a few minutes. Then start at the base (ball area) and massage very lightly with your middle and ring finger (again a teasing sensation) which gets them super turned on. So say if we are on a couch and he's on my left, I'm on his right... I would use my right hand to do the deed. Also because I'm right handed too. You can do this same thing while laying down too. eventually while doing this you would end up kind of facing him. As your are doing this you shouldn't stop kissing. If he stops kissing you because he is too excited then kiss/ lick his neck or ear area.
you should start by making out then put your hand under his shirt and stroke his tummy and get lower, or his inner thigh and get higher ;) I find its easiest and best for him, when he's lying down throughout and I'm in between his legs, or lying beside him is good because then you can continue kissing him which is good and gets rid of any intimidation you might be feeling :)

Theres no real rules for this.There's no better or worse solution really. Just be creative.
My only advice would be:
Don't go straight for that part. You really do need to get him turned on first with at least kissing and caressing his chest (and possibly with him having opportunity to caress you).
Its probably better too if the guy gets a clue where your going before you go there (e.g. too much of a surprise is not good. You can indicate by by placing your hand down their in a holding position and looking up at guy for approval with a smile before you being to manipulate anything, though he might give you the lower salute of approval first ;)).
