How do you know he'd be happier if they were bigger? He could be like me; I actually prefer smaller breasts. Bigger ones just aren't as attractive to me. He could be totally sincere.
Besides that, if he loves you, then he loves your body exactly as it is, because it's yours. He doesn't want you to change, so you shouldn't want to, either. I'm sure that yours are beautiful and perfect.
Plus, in about 10-15 years, you will be grateful that you have the size you do. I know plenty of women who have D's and C's that complain how much their backs hurt from carrying them around. When you are in your 30's and 40's, you will still be nice and perky. :-)
