Actually it is the equivalent of the glans. The Y chromosome then kinda "pump" the whole thing into the final form of a penis but the exact anatomical match is between clitoris and glans. Also girls have a "shaft" but it's inside their bodies, under the clit. Hope to have helped :)

It's made of the same sort of tissue. Women specially bodybuilders who take male steroids will have link feeling of the clitoris. Men who have to take female hormones for medical reasons will have shortening of their penis. So yes the tissue is very similar as is the functioning.

If all the right hormones trigger in the womb and you became a boy it would essentially become a penis. But it's not underdeveloped, just differently developed: It's got the same number of nerve endings but all packed into a smaller area.
