Some ladies might wear thin panty liners when they are not on their period to catch discharge, or if they're incontinent, or if they have irregular periods and can't trust their body to not just start gushing blood out of no where. There are all sorts of reasons why a girl might wear a panty liner, and being on her period is only one of them. If a girl is wearing one, it's really not your business to know, or to know why.

I don't. I wash my underwear and change it everyday. Not sure why women who wear pads need to do any more than that. Maybe they just prefer them.

because i'm still young (i'm only 18) so my periods are still irregular (this month i had it 3 times for a toal of 10 days but i've gone like 2 months without it so i mean idk)

-to catch discharge
-to catch urine if they know they'll be out for a long time and fear accidentally leaking
-to wear panties multiple days in a row to limit laundry
-because they can

They're called panty liners, and they're thinner than pads. Most women use them to collect excess discharge.
