It is shitstain that is not necessarily caused by lack of wiping - I have had this happen to two or three pairs of underwear in the past 5 years (out of about 25 pairs) and I discovered it was because for some reason there was liquidy poop that never fully came out, and believe me I wash my anus 5-6 times a day and always wash after a poop, and I mean a THOROUGH wash, like 6-7 wash and rinse, wipe with paper, wash and rinse, etc. Sometimes no matter what, it still occasionally shows up.
If that pair gets worse within a month or two, I throw them out.

If it's coming out of your penis, you should probably go to the doctor. It's not necessarily an std, but it should be taken seriously. Brown discharge to me makes me think of blood.
