The vagina is all soft tissue, so frame (bone-structure) as no influence on it. To be more specific, it's a muscle. It can take a lot of different shapes and it can snap back to it's original shape at any point. So women don't actually get "loose". The term loose was originally used to refer to women with with loose morals. And then some people, I'm guessing they were American, took it too literal and thought it refers to the size of a woman's vagina.

Anyway, fat or bone structure do not have influence on the muscle that is the vagina. What can make a difference is using them. That is to have sex or give birth. Both will make muscles there stronger and hence give a tighter feeling. Kinda like how your biceps grows when you use it a lot
