Only if it's so long that it hits the cervix and you've still got an inch or more between your pelvises. If you're talking girth, you might have to practice for a while, size by size [probably with fingers and toys] and build up to it before you actually try, so you don't hurt her. TONS of foreplay. She needs to be as wet as possible. But the vagina is very elastic and is designed to pass a several pound child through it. So with enough patience and arousal, the vagina will stretch to accommodate any girth penis, and contract back to normal shortly after.

Technically speaking, a penis can't be too big to fit. I mean, there is no d*ck that's as big or bigger than a baby! However, there are a lot of penis/vagina combinations where it is not a comfortable fit or where it's just physically impossible to fit in. But because it is potentially too painful, the pair might not continue trying. Big penis + small vagina = a big pain game.

There is a point where it will hurt a lot! I've talked to friends who have said they didn't have sex with a guy because they got scared, and they were afraid they would hurt themselves. I'm sure you could get used to it, but it would take a lot of time and pain.
