So to answer your question scientifically and accurately- no, it is technically not, it is actually average. If, however, you judge such things not by reality, but by perception of reality or pornography, then no- it is not, it is smaller. So the question is what are you wanting to know- people's perceptions, or the truth?

Women who answer yes, it is small- have likely just encountered larger ones, or they simply like large ones.
