Oh honey. Come on now. Your breasts are fine. If you want them perky I suggest getting a nice push-up bra. Something with a lot of support. This may cost you a bit more but it will help get them in the shape you want over time. Really though when it comes to taking the bra off your man is not going to care about the way you think they look, your man will be happy enough he gets to see and touch them at all. So simply put he's not going to mind.
Surgery like breast implants and lifts are expensive. Like thousands of dollars for a bad job. And really you shouldn't be thinking about that kind of stuff until your mid-twenties because you're body will still be growing until at least then. Heck my Girlfriend is in her early to mid twenties and her breasts are still growing (much to her annoyance) so you may need to wait a while before doing it, otherwise they will continue to grow. If that happens your breasts can look even weirder, defeating your whole purpose of getting them done in the first place.
Another thing you should probably be aware of is that if you ever plan on having kids, breast feeding could end up being a bad idea. I remember reading something in a magazine as to how it could be harmful. You may want to look into that as well.
Anyway back to my initial comments. If you want to fix them, get a push-up bra. If you want to please your man? Trust me he's not going to care by the time he sees them naked. Long story short, you'll be fine, and you certainly don't need surgery. Relax.

If your boobs are like Eggs-In-Socks or look like bananas, then you may want to consider your options. Yet, if they are round and firm but just small, you're fine. In all my years, I have never heard of a man who rejected a woman because of her jugs, especially once the bra comes off and the invitation is given.
"Normal" is definitely not something you're going to find watching porn- The sad thing is a lot of young adults feel ugly or misshapen as a result of such sociological standards (same as with Hollywood) but in actuality the human body is a very unique structure. What you see on TV is by no means what you should be basing yourself against.
Besides, at 16 there's a very strong chance your body hasn't finished developing. Give it time and as others have suggested, a push up bra is more than adequate for going out into public. You can also work out by targeting firming your pectoral muscles, which will tighten up the tissue that supports your breasts.

Your breasts are perfectly fine as long as they are not filled with hard masses, and are relatively similar in shape and size.
Do not consider that option. Breasts are not meant to be solid, and perfectly round. It looks so unnatural.
