Flat chested often means very low fat, so you also see the bone structure (look at the skinny models). They can look feminine by dressing correctly and using the correct make-up, but you will not see curves.
In my opinion having big boobs is not the only thing which defines a woman physically, therefore with a voluptous shape a woman will look 'womanly'

Not true at all the hip ratio makes a woman. A gay guy can look like a female face wise but the shoulder to hip ratio will be thrown off.
Eh true I guess, but it's more the maturity of the body rather than the size of the breasts. Its sort of about the decreasing in baby fat around the waist and cheeks that make a woman or anyone for that matter appear older and more womanly. Personally I think it's all in the cheekbones.
