I believe what you have are inverted nipples. Have you eaten a lot of fatty hormone injected chicken your entire life? This happened to my cousin. He ate a Shit ton of hormone injected animal products and his physical maturity was so delayed. He still hat inverted nipples when we were 16 or 17 whereas mine was already fully developed. He also hadn't started growing hairs either at that age, so his mom took him to the doc and he had to undergo hormonal therapy yo make his hormones normal again. So if you see other signs of delayed maturity, definitely go to the doc.
Is that a problem? Like can't that normally be okay? What I mean is without doctors or anything like that?
And yes I have had tons of chicken... :P But rn I'm really worried, I don't want this to be an issue though... I don't want to be going to hospital... I just want this to be cured normally Can this get back to normal if I lose weight?
It's not about weight. My cousin was of normal weight. Like I said, if you see other signs of delayed puberty, even subtle signs, don't wait to consult a doctor. Ex: no hair on your pits and pubic area? Menstruation?
I didn't know nipples grew I just thought they were there and grew bigger as you grew up. If you're that worried try going to the doctor they can tell you for sure
Your nipple hasn't grown? Sweetie you're born with both nipples. The thing that can grow during puberty is the aereola, the darker skin surrounding the nipple.

it's not normal, at this age, your development might be considered as delayed maturation. I don't know exactly what do you mean about "they aren't out yet", so i can't confirm that you have a problem. But if you worry about it, go to see a doctor.

if it's only an "inverted nipple" then it's not a big problem. in some cases it can be back to normal spontaneously when you have a kid. Or you could pull it out manually, maybe you should try it.
But I feel something isn't right when you say that your nipples are really small. Please check out "the tanner stage of growth" at your age, you should reach stage 3 or 4. If you don't reach that stage, go to see a doctor as soon as possible.
Uhhh, maybe get in a cold room or flick them? everyone has nipples... unless they were surgically removed...

Aside from some of the comments down below, you are in perfect (boob) health.
Everyone is different i don't think there is any health issue. If u have any doubt consult your doctor and give your mind some relaxation. Otherwise you will think about it everyday, every night.
