Of course. They're genitalia. They secrete and excrete fluids. They're going to have a smell. Penises are no exception. They have a natural scent, too.
Like the vagina, the foreskin has a natural wetness that keeps the glans (the head of the penis) moist and lubricated. In a healthy penis it'll be a musky sort of smell. It's hard to describe. It shouldn't be foul or gross but it's not going to smell like bubblegum or cherries either.
Like the vagina, the foreskin has it's own bacterial balance which can be disturbed if you don't maintain it right. Things like soap and anti-bacterials indiscriminately kill bacteria which can leave you vulnerable to an overgrowth of bad bacteria (like a yeast infection). Women are well advised not to douche for this reason. This can cause it to smell more unpleasant.
Unfortunately men's health advice is still stuck in the stone age and there are still way too many people who think that if you don't scrub and sterilize your dick, it'll shrivel up and fall off. These people obviously don't have foreskins. If they did, they wouldn't be saying this crap. Please don't buy into it.
What I'm trying to say is this: penises have a natural smell. Don't be freaked out if you're with a guy and you discover this all of a sudden. Don't expect it to smell like potpourri (or nothing). It's just how the body works.
If it's bad and you just can't handle it, don't make a big deal of it, maybe suggest giving it a good rinse with water first or just do something else with him. If you were having a bad day and you didn't smell so great down there you wouldn't want the guy to run away screaming, please don't do it to guys. Handle it like an adult.
Absolutely it can smell.. particularly if it is uncircumcised. Bacteria grows inside of the foreskin, and if it is not washed out every day, it gives off a nasty odor and can even cause a serious infection. But all the guy really needs to do is a.) wash out the foreskin with soap and water once a day and b.) apply an antibacterial penis health crème to the area. Doing these two simple things will keep things fresh and odor-free down there. Hope this helps.

It can definitely smell. Sometimes really bad. My boyfriend showers every morning, but sometimes when I go down on him his dick can smell really bad. He usually cleans his junk before I give him a bj, which I really appreciate.

For uncut guys, you need to retract for foreskin back and wash it to make sure that everything's getting clean. Another one of my suggestions would be to get a penis health creme that has antibacterial properties, like Man1 Man Oil. It has Vitamin A, a natural antibacterial agent that works to combat gross odor and smells. Good luck dudes.
