Do guys mind if you feel their chest while making out?

I just started seeing this guy,we like each other & I am surprisingly comfortable with making out- well except I don't know what to do. Are you def OK with someone touching you where you touch them.. if a guy touches a girls does than does that mean he would be OK with her doing the same? it seems like a guy would not want to be felt up-- I guess if it was portrayed more on TV & stuff but its not...mostly girls get felt up , guys get felt down... Everyone says to go with the flow, but seriously, guys - do you want to be felt up[?
