I'll take over the science answer. Men's genetic reproductive build is to impregnate as many women as possible. I am talking about evolutionarily here. We have an, effectively, unlimited, supply of reproductive material, need only have sex and go to actually create a child and every creature wants to have as many offspring as is feasible.
Women on the other hand have a very limited supply of reproductive material (eggs) and it takes a lot of effort and time to bear a child and raise it long enough for it to survive. As such women cannot afford to reproduce with anyone who will not be 1)a good father or 2) a good source of "sexy" genes. Ideally both, but sometimes you'll take a great father with bad genes or an amazing stud who won't stick around, simply because finding the best of both worlds is not always possible.
Now lets apply that to how people get turned on. Guys are programmed to get aroused at any opportunity. You see someone whose body shape appeals to you, clothed or not, you shoot some blood to the penis and your brain thinks dirty thoughts. It takes no effort and makes sure that on the off chance that the girl is into you, you'll be ready to go right then and there. (evolution doesn't understand dating or proper introductions. it only understands the need to have sex). So guys get turned on by pretty much anyone they find visually appealing. Hell, they can get turned on just as much by words such as "i dance around naked before I go to bed" because now we imagine it and *boom* we're turned on.
women do not get turned on as easily. my understanding is that you ladies get turned on in a higher brain way long before you get turned on in a more primal way. So a guy who is clothed but clearly very attractive will lead to you discussing how hott he probably is with your friends. And you may make some naughty/flirty jokes but its still very much conscious analysis of his attractiveness. It would take more time with him and seeing his body more before you sort of have the "oh my god he's hot" kick in from your more instinctual side. If you got turned on easier you'd jump into bed with people who might not be as good as they first seem.
A guy on the other hand sees a girl with a good body and his mind sort of drifts and some of it is still there but a small bit of it is just thinking about what she would look like naked, and other randomly dirty things. Its not a very conscious thing. We don't usually realize we are fantasizing about the person, but we check them out and sort of have a deep gratification briefly as we vaguely think about it. If you called us out on it we'd probably deny it initially (because we honestly might not even be aware) but give us a second and ask again and we'll totally admit that we have a great image of what she looks like naked :-P That's just genetics. We want to sleep with anyone we find attractive pretty rapidly. Of course, society and conscious brain makes the decisions, not evolution. So its never an excuse
Screw imagination, it's evolution. The human female body and the way it moves it designed for the sole purpose of turning on human males. Clothes are a poor excuse for camouflage and not even close to adequate to smother mother nature. How can you not understand it? It's the most basic aspect of human interaction.

It's as I said: the typical guy is much simpler than the average girl. Guys are just generally easier to please, if you catch my drift.
