Small? by no means are they small at all lol, your boobs are very big but by no means are they a turn off. Plenty of guys find them hot and fun to play with and don't worry about what a guy thinks, some will like small, some will like big and others just love boobies regardless of size. I don't neccessarily have a preference, I just love boobs :P
"D's" are considered on the big size. I love D's and DD's. There my favorite! :) They are a total turn on.

Depends on size of the female. If you're short then they'll look big to people. Like you're looking at her through 3d glasses because on a short girl the boobs will be the first thing someone notices.. anyways on you they look medium which is a perfect size for your body type

They aren't that big on you because 38 is large. Id say they will appear medium size on you. Now say you were 32D, that would be a bit smaller boobs but appear very large on that girl. I find it surprising how most people, including women, dont even know how bra sizing works. Lol
38Ds are basically medium sized boobs on a big frame. If you don't think your frame is big, then chances are you're in the wrong sized bra and you're not really a 38D but possibly something more like a 36DD or a 34E or F. Those would be big boobs on a medium sized frame.
Sounds too big for my tastes, totally depends on proportion of course... i'm just not that fussed on big boobs. On the other hand a majority of guys will be the opposite of me.
It really depends on how they are in proportion to your body. That's the best way to tell if they fit you or not :)
D is considered a large cup (in the US... other countries measure differently), and 38 is a large band size. It's not a turn on for me, I prefer smaller, but it's not a turn off. I'm more concerned about how they fit your frame, firmness, etc.

Do people not realize that buying a band size or two up is more comfortable? I’m a 36 D but buy 38 D because it’s comfortable and if I dry it won’t shrink. Everyone should buy a size up of mostly everything. But yes they are big and I hate mine.

The cup size is great but the 38 band suggests that you are a bigger. How you carry that weight may be important too

As a girl I have 40DDD and I absolutely hate them and wish I was a 38D still. 38D is big but it’s actually a very decent size. Not too big and not very small.
