I'll be the exception to all rules, but for me, breast size has a rather vague minimum and maximum. There was a girl with an A-cup whom I found attractive, but I tend to be like "ugh, that's just way too enormous" when I see a D-cup. I even have similar issues with C, but that's still okay. There are times when it just doesn't matter, haha.
It's not something I am attracted to, at all. It's not part of my preference in any aspect - well, as long as you have a minimal one that shows that you are not just a piece of wood (so you don't look like a guy in terms of breasts), you're fine. It just has to have the curve and it's already fine. But the thought of boobs is linked to "prohibited areas" of the body and sexuality, therefore its thought can be arousing to people.
The attraction to it could be partially natural, but for SIZE preference, that really depends on the individual, and I think it highly depends on the environment the person grows up in and what information he gets on what is attractive and what is not. But as you can see in my case, larger breasts are not always more attractive.
I think it is just a natural process for guys for 2 reasons.
One, we don't have them, so we have an interest in them because they are so visible.
Two, from childhood, we are nurtured from our mother's breast, or from a bottle that has a nipple. We are taught that the breast is safety and gives us what we need to live.
As for the bigger or smaller debate, that is preference that is different for guys. I don't need big breasts, actually I like my girlfriend the exact way she is, and she is very athletic.

Because when girls are little, you have the same sized chest as guys do. It is not noticeable. As you grow up, suddenly these two things start sticking out of a girls chest. Guys don't see that in other guys. So guys look to check them out. Guys find breasts attractive because only girls have them and it is a big and important part in a woman's body.

Its not a huge deal for me, but boobies look soft, and warm and just covering them up and showing cleavage is like teasing me. I try to approach looking at breasts the same way as looking at the sun. Take a quick look, get a good idea of what it looks like, then look away and hopefully you've developed a good enough picture in your mind.

Not really. Guys always talk about a girls boobs, stare at them ect. But girls hardly ever talks about guys penises or stares in that general direction. You can see the shape and size of womens boobs even with clothes on but you can't see a dudes penis through his pants which would explane the the above. So it's really not the same, boobs and penises.
