Maybe she doesn't feel comfortable doing it... some girls don't really like it or maybe feel like when she does do it, you don't enjoy it as much as she'd want you to.

that being said, maybe when she does do it for you, you could really compliment or show other signs during the action that you're totally into it... you know, positive reinforcement!

if that doesn't work, slowly but surely mind you, then maybe you should just talk to her about it and ask her if there is something you could do (always a good approach to getting things done with the ladies :P)
