Put yourself in a situation where your faces are very close. Maybe when you guys are snuggled up really close or your laying down somewhere very close to each other. Make her feel she's very wanted and adored. Stroke her face gently and if she's a little lower than you, tilt her head up by using your fingers to lift her chin up. A slow, soft kiss is the best way to go for the first kiss. Then grab your face and pull her in deeper once she's responded. And then let the fireworks happen...

It depends on how well I know them at that point. If it is a first kiss from a guy I would want it hinted, get really close almost to the point of kissing or asking "can I kiss you" is also really romantic.
