As a person that has lived abroad and traveled to many countries, I've found it's the culture that dictates what is attractive. However, beyond that, there is a personal preference and basic biological attraction. I read a study that found across several cultures what men ultimately yet unconsciously look for is a high waist to hip measurement. So, maybe this is one biological attraction aside from looking healthy- skin, not underweight, etc. This study interviewed some African tribes that, when asked what breasts they found attractive, were confused and did not have sexual attraction to breasts- saw them as just for babies- the found the butt and theighs to be arousing. Be healthy, gain weight if that helps. Mostly, find confidence in who you are. Don't look for validation in how you look and know your worth.
Sure boob size is something that guys might initially look at, but it won't be the deciding factor in whether they want to ask you out/date you. What's more important is you're comfortable and confident with your body and have a great personality.
Don't worry. I have small boobs too, but I am proud of them.They are perky and perfect shape. And shape is more important than size. The fact is most guys find me more attractive than the ones with big boobs. And to be honest I like myself and don want them big .To me big boobs don't look good and sag with age.

Hell NO they aren't a turn off! I LOVE small breasts! My fiancee is pretty small actually... she is a AA cup, but I think her breasts are absolutely beautiful just like the rest of her!
