The adipose tissue associated with vulva’s structures is extremely sensitive to estrogen. After puberty, the estrogen hypertrophies these structures’ size; after menopause the same structures atrophy, due to the lowered levels of estrogen. Before puberty estrogen levels are low, during puberty the estrogen increases and the vulva develops, if estrogen levels do not increase enough the vulva does not develop fully (innie as you put it). Women with higher estrogen levels have protruding labia and go through menopause later in their life time than the "innies".

I've never even noticed this kind of difference in vaginas, the looks of mine don't really make me feel mature or whatever.
No big deal having a large labia as long as it doesn't bother you .like if it hurts because it is rubbing on your jeans. Other than that it really doesn't matter if a girl is an innie or outie, as long as it looks clean and healthy.
