It's not a set thing. There are two different ways guys look at it (the ones who follow it, anyway)
1-3 are simply different levels of "ugly." Basically, a girl who ranks 1-3 is beyond even the help of makeup.
4-6 are different levels of "average." A girl who falls into this range looks plain without makeup or styling but with it can look pretty damn good.
7-10 is a girl who looks amazing with or without any kind of makeup and styling. she rolls out of bed looking good and with nothing more than a shower and some basic hygiene, can throw on whatever the first thing she grabs out of the closet and go out turning heads.
I have to be honest though, I think the whole system is pretty retarded. I don't believe in it myself.
The ranking will vary by the guy. Even between me and some friends, our ranking methods are extremely different. One particular guy I know ranks based on what she will do for him. A 10 on his scale is a chic that will go ATM.
My scale is based on what I'm willing to do for her. And these things I'd do are things that put me in the inferior sexual position (on the top end of my scale). Side note: I don't necessarily date on the top end of my scale. But when I fall in love, the gal immediately acheives my top ranking. (Part of how I know how significant the feelings are.)

The rating is for the entire package yes. But he's lying when he says they look at the face first. Nobody looks at the face first, NOBODY.
