I think for most interactions, both people will look at each other, sort of like, scanning each other to see what they look like, and then they focus on each other's faces. Unfortunately, I guess some guys do focus more on the chest area of a girl than her face, and I don't think this is something easily prevented, other than of course by telling him to stop. I've never had a problem with that, and I don't think, while in a group, I've seen my friends stare at a girls chest, so I'm not sure if this happens very often.
Maybe it's easier to notice the guys who do stare at breasts, than the ones who don't.
Sadly I think you'll just have to deal with the stares, or stop talking to the guys who show no decency during interaction with you.
Also, just because a guy "stares" or "looks" doesn't make him a pervert or a bad guy. I've seen TONS of girls check out hot guys like crazy before.
I have no idea! I hate my boobs to tell you the truth. I know it sounds weird but they get in the way so much. hahaha I have size 38 D and sometimes it sucks. Although, they do come in handy when I get in trouble hehe
It sucks sometimes though because t shirts don't fit sometimes, guys always treat me as if I'm a huge slut simply because I have big boobs, old guys always harass me.
But other than that hahaha
I've pretty much gotten over the fact that guys are gonna stare at them, I just move around so they have to bob and weave to get a look ehehe

Well basically, the only way to make sure they do not stare at your chest is to cover them up... Some guys have a knack of quickly looking at them then focusing elsewhere, but you know they are looking. Unfortunately, the down side of having larger breasts ( I am a D cup) is that you can get a sore back, the upside is I can show them off and get the looks if I want to lol.
I just talk to them I usually wear a baggy top but for school we have to wear a buttoned shirt and Oh My God one day I wore my little sisters shirt she is just one size below me and I was in school and the buttons just went POP and there I am unbuttoned shirt in front of the class
