The biggest factors affecting this seem to be the temperature and humidity level of the room.

Assuming you don't know what that means, it means that as a baby they cut off the tip of the child's penis and the way the wound heals as the skin peels back creates the "mushroom head" effect you noticed. But they didn't cut the TIP off! LOL. They cut the skin covering it... the foreskin... NOT the penis itself. Just so that you're not confused!
Also, the reason testicles do that is because they must maintain a certain temp to create sperm, when they are tight, they are too cold, saggy is too warm. The move to and from the body as needed, that's why they aren't located inside of us.
It has to do with temperature. When its cold they bunch up to keep the sperm warm enough. When its hot they spread out to keep the sperm cool.

But with number one the "sagage" of the balls depends sometimes on temperature. If its cold and wet, they tend to shrivel a bit more. Or maybe since ur under 18 the dudes balls actually dropped
