I have heard of this, and I've pulled it off with my ex when I didn't want to have sex.
Ok, so she hasn't had sex in a year, and the most common reason this happens is that she isn't comfortable enough with you to have sex. She's apprehensive and nervous, she's tensing up.

Taboo and sovetskii13 have it right. She needs to be able to relax (she is undoubtably nervous about a new partner, about it being so long since she's had sex, etc.), and you probably need to give her more foreplay, and use your fingers to slowly loosen her up first.
Her brain might want sex, but her body isn't cooperating with her (or you), so you need some time to break down those barriers first.0 0 0 0Extend the foreplay to get her more wet down there. Once she is more wet, play with her down there by using your fingers. Insert one, and move it around and around for a while.
