precum happens always. meaning sometimes a good erection / arousal will because pre-cum. i get pre-cum when chatting naughty things to girls. precum is nature's lubricant. so, technically, the penis should already have precum in inserting. though in modern era there are other ways of lubricating, what it essentially means is that precum can form even before the intercourse. it has really nothing to do with the actual cumming.
