Men and women pee differently. No surprise. There is a natural curiosity about how the "other" sex does things, this included. Throughout their lifetimes, girls have seen (at least some) guys peeing, if only small boys. What happens is very visible. But when a guy sees a girl peeing, all he sees is her sitting on the toilet. Nothing visible, curiosity not satisfied. Over time the curiosity gets stronger and since this is the genitalia, there is some sexual connection to the curiosity.
For some guys, the curiosity goes overboard and the thing becomes a fetish (or whatever you may like to call it). Perhaps on to Golden Showers.
But for just wanting to see the flow actually leaving the female body, and even seeing the stream exiting the urethra with the lips held open, this is satisfying curiosity that men have about women, and likely has a sexual connotation since it is the genitalia. Normal.
By the way, many females have only seen small boys peeing, so they have a curiosity about adult men peeing. They also often enjoy holding the penis while a guy pees simply because they have never had the opportunity or need to hold something while they pee. It is something new to them.
