He kept his clothes on during sex. Why?

It was a pretty standard date, up until we went home. He was chivalrous, paid for everything, opened every single door for me... He seemed to take an interest in what I had to say...he asked me a lot of questions about my work and the music I listen to...I didn't get to hear that much about him. He was a gentleman, but he knew what he wanted from me. He guided me to do things he wanted (I said no, gracefully, to some of his ideas -- like blowing him, not using a condom). When I disagreed about how we were going to do things, it wasn't a big deal at all: he just laughed and said, "alright" when I told him that a bj was a boyfriend privilege, and wordlessly went to get a condom when I brought it up. It was fine, since it was the first time...The one thing I'm still grappling with is that he kept his clothes on! He was wearing a suit, and the furthest I got was taking off his tie and unbuckling his belt; I was completely naked. He stripped down to his boxers when we went to sleep though...I did think that the whole night was about sex for him, and was prepared to let it go as just one fun night. I got up early the next morning, gathered my things, and accidentally-on-purpose woke him up to say goodbye; and he asked what I was doing the rest of the weekend...I was busy...he said, "what about next week? let's have dinner." In my experience, a dinner date is not a sex date: if he just wanted sex he would have gone for the drinks date or concert date, something later at night. So basically I don't get it: I thought he was using me (I didn't care, because I just wanted sex too), but then he turned around and wanted to have dinner. What's your read on the situation? Why would a guy keep his clothes on? That was the biggest thing that bothered me about how he treated me...
