But when it comes to me being conscious of it and especially someone known to me bends down, it's automatic that my head bows - it's a very instinctive thing and always happens. Unless we have something going between us kind of thing where I'll ogle.
In general out in public places like restaurants, pubs etc when it happens I do tend to look for sure but only as long as I don't make the the woman conscious of herself or someone with her doesn't catch my gaze thus maybe reprimanding her etc and spoiling their evening apart from the ogling being rude. It's another thing if she does it on purpose to catch my attention where it depends on if I'm in for it or not ;) :D
Generally women who are conscious about this down blouse thing always place their fingers / palm on their chest so as to keep the blouse from showing anything. On the skirt area I've known women to hold it together i.e. (1) hold it in a particular way before they sit like swiping their hands from the bottom of their butt to the end of the skirt (2) keeping their legs closed together when sitting. But yes in case of wind somehow blowing from below the ground or at lower altitudes etc flare skirts do tend to fly up - rare occurance though the day is saved if the women is wearing something like shorts or cycling shorts underneath (3) bend on the knees which not only saves the bottom but generally the top too from showing :)

Well I think it's rude, but sometimes it can be almost impossible to not look. Not up the skirt though, that's just TOO rude and I'd look away. With a nice butt it's hard to not at least check it out. IMO butts are MUCH better standing or walking, not bending over. With skin and cleavage it can be darn near impossible to not look no matter how hard I try. There are some videos at Youtube that dare you not to look. It is literally impossible, can't be done. I've tried it, really seriously tried it, and couldn't do it. A million years of genes are at work here and they are going to win.
Seldom have a skirt on so that is not an issue with me. As a bartender I am leaning over the bar top often and also in front of the sinks and I wear t shirts. When I do lean over the shirt opens and anyone sitting in front of me is going to get a chance to see my titties as they are hanging free. Doesn't bother me as all they get is a look and can't touch, plus at the end of the day it does influence the amount of tips I recieved.

It's amazing what a guy having a couple of drinks, getting a peek of these titties will leave as a tip. I'm not shy about the girls being out in the open in the first place so no big deal for me and the extra cash is always a plus.

I usually don't bend down that way so I don't have my butt sticking out in the air, but if I have to lean over to get something then I put my hand to my shirt to hold it against it so it won't go down or show anything.
Oh ya the lean over part, talking bout that reminds me of one embarrassing incident. I forgot I was wearing a short skirt, then I just lean over, and there was a bunch of guys behind me. Now I try to be extra careful.
I don't wear skirts. If I bend over in a low cut top I cover up or not depending on who would see.

Yes, guilty. However, with many experience around trying to get a glimpse down a shirt - you really need to have a loose fititng bra/shirt to show anything. yes, cleavage shows and maybe some bra - but its not as revealing as you might think.
I've seen girls hold a hand to their chest to keep it close which is discreet and appropriate.

Well, unless its a REALLY short skirt you'd have to bend over pretty far to see anything good and besides - seeing underwear is pretty much like seeing a bikini bottom unless you are wearing something exceptional. So not that much interest. However, down shirt with chance of seeing a nipple is more captivating I think. ;-)

As an aside, women seem to have come to the conclusion that they check out guys just as often, but are more discrete about it. Some men may be less discrete, but most are not. The truth is that men just do it far more so they get caught more. It's pure statistics.
