I'd guess that less than half of girls regularly soak their panties; most get wet but not that wet. A minority DO get wet enough to soak their panties on a fairly regular basis, though.
It also makes a difference in how much foreplay you're having/how long and how intensely she's been horny. If you've been making out for 20 minutes, or if she's been hot and bothered waiting for you to get to her place, she might be soaked by the time you get there, but if you just start her up and 2 minutes later you check, she probably won't be THAT wet.
Most girls aren't going to be so wet that they're going to have soaked panties. That's more so of an expression. Girls have a vagina that lubes up while excited, not a faucet down there. As long as they're not in pain after you're done with foreplay, you're probably already doing the job just fine. When in doubt, communicate with your girl and ask her if she's wet enough before you continue.
As long as they are wet to the touch you are fine. I typically have wet panties if I am wearing panties during foreplay, but not every girl does.
