If a guy never gets a boner from cuddling intimately with you?

I've been told my whole life that guys ALWAYS gets boners when they cuddle with their girl. This guy and I just started dating, and he wants to cuddle all the time, literally. It usually gets very intimate when we cuddle, with him caressing my bare stomach, hips, waist, back, shoulders and us just being REALLY close and hugging and all that. I must admit that all that close physical touch makes me aroused, and I tend to wet my panties quite a lot.. But.. He NEVER gets a boner. When guys are sexually aroused they get boners, right? So, I feel a little stupid being the only one THAT affected by our cuddle times. I really feel like the man who just wants some action in the bedroom, otherwise I'd rather play video games than cuddle. And he feels like the girl to me, who just wants to cuddle and talk about feelings all night. (But, I think it's funny.) Why is this? (As I said we just started dating, so we haven't had sex yet. And he have kissed me on my hand, forehead and neck, but I won't allow him to do it on the mouth, because of some personal problems right now. And he always tells me how much self-control it takes him to not kiss me.. So, well.. By the way, he have had sex with 2 other girls before he met me, if that helps.)

1) A boner is 't always noticeable unless he literally wants you to see or notice.

2) it is not necessary that a guy would get a boner just by cuddling. However, the fact that he has NEVER had one of course is worth the concern.

3) (just an elderly old-school thought) why do you want to get into sex so early? Why not save it for the man who will be your soul mate for life?

He could have a boner but is hiding it well, but sometimes we can manage to keep it down if we think hard enough. There have been times when I have felt a boner growing and had to will it away as the situation or location isn't appropriate. Usually though even if he does not show evidence of a boner he may have pre come wet spot, happens and the penis doesn't have to be hard.
