I think it's going to be the same for women, even if they could, the thought that nearly every male would stare at her lustfully, and that nearly every other woman would think she is weird would make most women embarrassed.
A lot of women are super self conscious about their bodies, and a lot of men just want to see t*ts. This would have to change before women start walking around topples, legal or not.
as a guy, I could handle this, because I'm not an animal. I'd probably get more uncomforta-boners than normal, but I wouldn't have to make frequent trips to the nearest bathroom to jerk it.
It would turn me on immensely. There's something about the thought of women showing off their boobs and having them out in the open air for all to see that just drives me crazy! Especially so if she had a smile on her face and was enjoying herself the entire time.

I have a feeling that the number of rapes would increase though seeing as certain clothes can 'provoke' a rapist nowadays. They would use the fact she was topless against her.
I can absolutely guarantee that rapes and sexual assault would go up and that is one of the main reasons why women don't even in countries where it is legal. It sucks, and in an ideal world it wouldn't be true, but teenage boys in large groups are absolute animals.

If the public place was all-female since in my society, America, there's a sh*tload of shaming female sexuality (sl*t, whore, skank) and blaming female sex crime victims (asking for it, what did she expect wearing this).
Gals get blamed for getting sexually harassed, assaulted, and rape being told they asked for, should have expected it, and/or shouldn't have done this or wore that so it's quite possible I would be seen as provoking these acts against me if I went topless around guys so I'd only go topless around gals.

No. I don't really prefer my boobs to bounce around when I'm doing daily tasks. I like clothes throughout most of the day, because they prevents sunburn and uncomfortable irritation to the skin. If we were more naked, wouldn't all of our skin be as desensitized as our forearms are? Keeping covered leaves some sensitive spots for sexy time.

For me, it's not a matter of equality, it would be a matter of comfort during the summer months. If it was legal, I would and not think twice about it. I have never understood the problem with it in the first place.
