How to talk to my boyfriend about being unsatisfied with sex?

We maybe have sex 1-3 times a month. Last month I think we had sex 2 times? We don't live together, and have been going out for almost 3 months. I would have thought we would be like rabbits! He told me in a past relationship, they would do it 4x a day! I'm not a crazy sex fiend, but I do like to have sex. I have a stressful job and it helps ease tension :P I don't live near him either (I'm 30 min away) so you would think that would make him more eager to do it while we are together. I go to see him on weekends and often stay over at his place all weekend long. However, when we do anything sexual, it's just usually me giving him a blow job. He is always too tired for actual sex :( I find this to be quite selfish. Last time I was over there, I was really horny and ready to go. I had been on my period the last time I saw him, and then I had a course all weekend and only got to see my boyfriend for a few hours. So I was hoping he would have been missing me and wanting to have sex. But nope! I tried working on him (hand job), and trying to get him going. He said he was too tired, so I stopped. Then he said "I said I was tired, but that doesn't mean no". So I started again, but he refused to actually have sex with me :( He just wanted a blow job. I don't know what to do. I'm very frustrated (in several ways), and I just don't know what to do. I shouldn't have to beg for sex. This is ridiculous. I'm 23, and he is 28.
