Probably self conscious. They're probably self conscious about one thing or another about their boobs. Like maybe they're saggy, or she doesn't like the shape, or she's afraid her nipples will turn him off. Maybe she has stretch marks and thinks a guy will judge or get turned off. Maybe she's actually got small tits, and she's hiding that with a water bra, push-up bra, pads, or who knows what? Whatever the reason, I'm guessing she's self conscious about her appearance.
