Well, its a woman who sleeps around with a lot of men typically. It can also apply to a man who sleeps around a lot as well.
Female wise, its not so much about how many guys a girl has slept with, as opposed to how often and under what circumstances.
There are more girls these days who have had maybe 6 - 8 sexual partners; but which girl sounds " hoeish," in this scenario:
1.) " I've slept with about 7 guys, but we dated for about a month, a couple of them were almost a year or so actually. I thought we had something going, but later it sort of died out I guess."
2.) " I slept with 7 guys - I don't remember like 3 of their names ha ha, one I gave head in the bathroom at club Zebo, his friend was pretty hot, and we ended up hooking up a few weeks after. Jerry and I didn't work out too well, I got into an argument with him and went over my best friend Kevin's house - well yeah, we ended up messin around but ya know, I just needed the " D" so...
I think most people have encountered " that girl," who justifies all her sexcapades and can't wait to talk about them. We sort of just nod our heads and laugh, because no one wants to be the one to call someone out on their " questionable" sex behaviors.
The fact is, we aren't sure what's really " taboo " or not anymore, because everything these days is just being " accepted." I've met only one other girl in my life who has had under 5 partners; the rest have had over 20+, done a bunch of " stuff," and go on and on about the " D" lol.
I wouldn't say I " judge " them, but when they get talking about it around guys, you can totally see the " respect" level of the men plummet. Seriously, if girls don't think men talk, you are absolutely in denial.

They act all " cool " or whatever about girls being sexually " liberated," but once he's hit and her backs turned, they talk so much crap.
One girl just dropped out of my school recently, stormed out of the dorm halls in tears because half the baseball team just outed her for her sexual endeavors.
The basis is, a hoe is a hoe; the word came about for a reason, because even hoes know their own behavior. Men can definitely be skankity skanks as well, but it will never be as impacting as it is for a woman.
Women have a " purity " stereotype, and something about us being " cleaner " sexually just appeals more naturally I suppose...

Oh yeah, the men are pretty ruthless. Girls kind of call each other the " slut " thing, like how men call other men " gay " just to spite another person ya know? However, its dramatically different when a man seriously calls a girl a " hoe," then an angry chick yelling at another girl and saying it ya know?
Yep yet in my experience almost always guys will claim they have no issues with such gals or that it's all/mostly other gals using these words. LMFAO

Sexual labels are bullsh*t. People aren't going to stop using them, but whore, slut, hoe; those words don't mean anything. You can sleep with whoever you want, talk with whoever you want, and that doesn't make you a lesser person.

That doesn't make you a hoe sounds like they are jealous .As long as you not messing around or hooking up with those boys don't worry about it you not doing anything wrong. Those friends don't sound as such so be careful hanging with them.
I think you're a hoe if you knowingly sleep with people who are married or with someone. Talking/dating/flirting doesn't make you a hoe, and neither does sleeping with another single adult, no matter how many.
